Andy Green is Senior Advisor for Fair and Competitive Markets, where he coordinates USDA’s competition and market regulatory policy. Green leads the Department’s execution of the President Biden’s Executive Order on Promoting Competition in America’s Economy, including spearheading the modernization of the Packers and Stockyards Act’s rules to promote fair and competitive markets in livestock and poultry.
Prior to USDA, Green was Managing Director of Economic Policy and then a Senior Fellow at the Center for American Progress, where he managed an economic policy team that covered macroeconomic policy, budget and tax, trade, financial markets, labor, infrastructure, and more. He authored reports on financial regulation, trade policy, antitrust and agriculture policy, and middle-class economics.
Green previously served as counsel to a commissioner of the U.S. Securities and Exchange Commission and before that was counsel to U.S. Sen. Jeff Merkley (D-OR) and staff director of the U.S. Senate Banking Committee’s Subcommittee on Economic Policy. He participated in the passage of the Dodd-Frank Act in 2010 and was the lead staff member for the passage of the prohibition on high-risk trades by banks, named after former Fed Chairman Paul Volcker.
He began his career practicing corporate securities law.
