Dr. Ruihong Guo is the deputy administrator of the Agricultural Marketing Service, Science & Technology Program, at the U.S. Department of Agriculture. In this role, she oversees four organizational divisions that conduct a wide range of scientific, analytical, and marketing programs. These programs benefit the agricultural community and facilitate the marketing of agricultural commodities, particularly plants and seeds. The Plant Variety Protection Office provides intellectual property protection to breeders of new varieties of plants and seeds. The Seed Regulatory & Testing Division administers the OECD Seed Scheme, and enforces the Federal Seed Act, regulating the labeling and advertising of seed shipped in the nation.
