John Crowe serves as Trade Director for USDA-APHIS-PPQ, where he leads trade policy and market access efforts for Australia, New Zealand, and the broader Oceania region, with expanded responsibilities supporting global grain trade initiatives since 2025.
With over 20 years of experience protecting U.S. agriculture, John’s career reflects a deep commitment to safeguarding plant health while promoting safe and efficient trade. Prior to his current role, he was National Policy Manager, overseeing pest surveillance programs such as the Cooperative Agricultural Pest Survey (CAPS), PPQ Pest Detection Surveys, and Port Environs Surveys.
John began his USDA career in 2000 conducting inspections at the Chicago port and later managed exotic pest trapping programs across New England. He holds a Biology degree from Drake University and completed graduate coursework in Plant and Insect Taxonomy and Geographic Information Systems. Among his notable achievements, John established the Survey Supply and Procurement Program in Washington, D.C., streamlining operations for over 300 locations nationwide.
